Attention Landowners

If you are intending to rezone land in the Towns of:
Calamus, Leroy, Lomira, Oak Grove, Shields or Trenton;

Overview

Beginning January 1, 2010, any person who rezones land out of the certified A-1 Exclusive Agricultural Zoning District in the towns mentioned above must pay the Farmland Preservation Conversion Fee. The Farmland Preservation Conversion Fee is required to maintain Dodge County’s certification with the Farmland Preservation Program (s.91.48, Wis. Stats). The Farmland Preservation Program allows participating landowners to collect a tax credit of $7.50 per acre. The Farmland Preservation Conversion Fee is collected by Dodge County and forwarded on to the Department of Agriculture, Trade and Consumer Protection (DATCP) and deposited in the Working Lands Fund. The Working Lands Funds are used to enhance the Farmland Preservation Program and preserve agricultural land throughout the state.

Conversion Fee Collection

Payment of the fee will be required at the time the rezoning petition is submitted to Dodge County. If the rezoning is denied by the Dodge County Board of Supervisors, the Farmland Preservation Conversion Fee will be refunded to the applicant. However, the Dodge County Administrative Fee* of $50 will not be refunded. The County Administrative Fee is charged in addition to State’s Farmland Preservation Conversion Fee.

Conversion Fee Amount

The Farmland Preservation Conversion fee is based on the total acreage rezoned out of the A-1 Exclusive Agricultural Zoning District. The fee is determined by the town’s Agricultural Land Assessment Value (which is adjusted annually); the fee is three times the highest Agricultural Land Assessment Value.  For example, the highest 2010 Agricultural Land Assessment Value in the Town of Calamus is $309 an acre, therefore the Farmland Preservation Conversion Fee will be $927 an acre, since 3 X $309 = $927. The Farmland Preservation Conversion Fee for the six Towns that have adopted County zoning and participate in the Farmland Preservation Program is:

2010 Farmland Preservation Conversion Fee (County Zoned Towns)
Town of Calamus                                 $927 per acre
Town of Leroy                                      $930 per acre
Town of Lomira                                    $933 per acre
Town of Oak Grove                             $915 per acre
Town of Shields                                   $951 per acre
Town of Trenton                                  $942 per acre

 A $50 Dodge County Administrative Fee will be added to each rezoning request.
